POSITION: TRAINING MANAGER

LOCATION: Freetown, Sierra Leone
The Training Manager (TM), working under the supervision of the Programming and Training Officer, and in coordination with the Program Manager(s), is responsible for the design, implementation, management, and evaluation of the Peace Corps Training Program. The TM has the overall responsibility for ensuring that training events integrate all necessary components inclusive of:
Technical skills training to perform assigned duties effectively (particularly as needed for secondary education, project design and management, and community development),
Cross-cultural and language skills training needed to integrate into the local culture,
Safety, security, and medical knowledge to live independently, and
‘Homestay’ (extended living with local host families) and practicum (technical and cultural) experiences.
The TM is responsible for the hiring and management of all permanent and/or temporary training staff members and oversees all training activities at the training site or elsewhere. In consultation with senior staff, the TM develops and works within the training program budget. The TM is responsible for developing a monitoring and evaluation plan for training events, trainee/volunteer performance, and staff performance and for ensuring open communication within the training community.
A. Qualifications – Required, unless otherwise noted (please address how you meet these qualifications in your cover letter):
1) Education:
Minimum of Bachelor’s Degree in adult training or related development field.
Preferred Master’s Degree in adult training or related development field.
Ability to speak and write in English at a professional level.
2) Prior Work Experience:
5 years or more of progressively responsible experience in relevant field, including practical experience as an adult educator, training coordinator, and/or community outreach or development specialist.
5 years or more of experience in coordinating logistics (drafting and implementing budgets, coordinating supplies and services for a standalone training center).
Experience with or exposure to American organizations and/or culture.
Proven ability to work with the Government of Sierra Leone at all levels.
2 years of management experience.
Experience in the monitoring and evaluation of training programs is preferred.
3) Job Knowledge:
Expert knowledge in the areas of adult education and training.
Knowledge of Sierra Leonean laws and regulations preferred.
Knowledge of Peace Corps policies and processes (recruitment, training, budgeting, site selection, Volunteer management) and United States Government regulations preferred.
4) Skills and Abilities:
- Advanced computer skills (Microsoft Office Applications); willingness to learn new applications.
- Proven presentation and training skills for adults.
- Must possess management, administrative and budgeting skills.
- Demonstrated ability to provide appropriate and timely counseling and feedback to adults.
- Ability to provide support in the areas of safety, cultural integration, and technical skills to adult American Volunteers.
- Strong interpersonal skills and ability to work on a diverse team.
- Ability to prepare precise, accurate and analytical training proposals and reports, including budgets.
- Must have a valid driver’s license (prior to employment start date).
- Able and willing to live and work at the training center, outside of Freetown, for four (4) consecutive months out of every year and for occasional one to two week training events (normally 2-3 each year).
