The FBI is considering establishment of a regional Legal Attaché Office at the US Embassy in Freetown to supplement the work of its Legal Attaché Offices in Lagos and Dakar. These offices are not "top secret" as alleged by some media. Budget appropriation legislation passed by the United States Congress for 2005, a public document, requires the FBI to open an additional office in West Africa, preferably in Freetown or Monrovia. A Legal Attaché Office liaises with local law enforcement authorities, investigates U.S. crimes, and offers law enforcement training to local police.
